The era of terror ended only after the Fourth Mizukage, Yagura Karatachi, was revealed to be under mind control by an external manipulator. With his death, a slow path toward healing began. Supported by the Seventh Hokage and local reformers like Kagura, the village dismantled oppressive systems. The perpetual fog that once masked assassination attempts now serves as a protective veil for a society striving for diplomatic ties and mutual understanding with its neighbors.
